About David Clark
David Clark is a Regional President at Zions Bank for the Southern Utah region. Throughout his 35 year career at Zions Bank he has served in a variety of capacities including Branch Manager in many Utah towns including, Delta, Panguitch, and St. George.
He is co-host of a radio program called “Dollars and Sense” with Mike McGary on KDXU. The program can be heard Mondays, Wednesdays and Fridays at 9:50 a.m. in the Washington County area. Financial topics on the program include investing, financing education, estate planning, getting a mortgage, and budgeting. David is also the host of a “Dollars and Sense” segment on KCSG television.
David is the former Speaker of the House of the Utah State Legislature. A Republican, he was a member of the Utah State House from 2001 to 2012, representing the state’s 74th house district in Santa Clara. He was elected by his colleagues in November 2006 to serve as Majority Leader in the Utah House. In November 2008 he was elected Speaker of the House.
He has been the guiding force behind Utah’s health system reform efforts for a number of years. He sponsored legislation that created the Utah Health Exchange and established the consolidation of the state’s information technology operations and played a key role in reforming the state’s post-employment benefits structure saving the State hundreds of millions of dollars. On multiple occasions, Representative Clark has testified before Congress and the Heritage Foundation in Washington D.C. regarding matters related to health system reform and the consolidation of the state’s information technology operations.
During his service in the Utah Legislature, David was involved in a number of other significant issues. He has been a leader in advancing key ethics changes. He also spearheaded the massive effort to rewrite Utah’s income tax system and the lowering of the State’s income tax rate. His efforts have contributed to Utah’s recognition as “best managed state in the nation.”
Representative Clark is originally from Spanish Fork, Utah. He received his undergraduate degree from Brigham Young University where he played football under legendary coach LaVell Edwards. He also holds degrees from the National Commercial Lenders Graduate School and the Pacific Coast School of Banking.
Representative Clark and his wife, his high school sweetheart Nan Nielsen Clark, have been married for forty years and are the proud parents of four children and ten grand children.
